ABSTRACT:
A 3 page paper discussing implications of changes in regulations surrounding passenger facility charges (PFCs) and the Airport and Airway Trust Fund (ATF). Expansion of the types of uses that airport authorities may give PFC funds will help to bridge the gap occurring in the face of diminished receipts for the ATF. Airports still will be able to gain the same results as before decline in the FAA's budget, but those results will be funded by already-stressed airlines rather than by government agencies.
